During the WWE Royal Rumble pre-show, Bobby Roode defended his WWE United States Championship in an open challenge match.
It would be former Hype Bro, Mojo Rawley who answered the call and was soundly defeated by Roode, but according to Dave Meltzer of the Wrestling Observer, that was not the original plan.

Meltzer claimed that WWE initially planned to have Dolph Ziggler make his return to WWE in that spot but was then switched to be the #30 entrant in the men’s Rumble match where he made a very minimal impact before being eliminated.
When Were WWE Surprise Returns Booked?
According to PWInsider.com, WWE wanted the female Rumble match to be a celebration of all the women who had built the division, hence why there was a lot of legend spots.
But on top of that, many of the women actually reached out to WWE to be involved in the match and whilst some were booked weeks ago, others were only officially booked after appearing at WWE Raw 25 earlier in the week.
