Look between the rhetoric and hyperbole of Donald Trump’s address to the nation on Tuesday night and one fact stands out – he did not take the nuclear option.
For days there has been intense speculation, fed by the US president himself, that he could declare a national emergency in order to build his US-Mexico border wall.

The move had the appeal of circumventing Congress, where Democrats have refused to give him the $5.7 billion of wall funding he has demanded.
It also offered a way out of the government shutdown now more than a fortnight old, allowing Mr Trump to save face by saying the wall was coming while agreeing the spending to get things running again.
