In the clip below, Cody Rhodes explains that the Over the Budget Battle Royal match got its name from the fact that he and The Young Bucks, who are promoting “ALL IN”, were indeed over their budget for the show, but did not want to pass up the opportunity to air an hour of “ALL IN” on free TV on WGN America. So the decision was made to add the Battle Royal match to the “ALL IN: Zero Hour” show which will act somewhat as a Kickoff show for “ALL IN”:
